That report was back in Nov 2011, right about when the mining boom started to fizzle.
I'm pretty sure this article is mostly fantasy, even during the boom miners don't hang about mining towns, preferring to fly in and out, mainly because everyone is gouging the miners with over the top housing and living costs and partly because everyone knows you'll end up an alcoholic because there is nothing else to do.
The usual media sensationalising and embellishing on reality to make a readable story.
