Sleep voyeur shows? Unless you mean that you can't even get a chance to cam either.

^That's what I was going to suggest also (industrial strength ones work a treat!). Try to sip on a cup of calming, decaffeinated herbal tea before bed (such a chamomile etc) and use a natural, low does sleeping aid such as Melatonin. Can you sleep with some "chilled" or relaxing music on, or a tv going to cover their noise a bit (listening to them being loud and disrespectful will only make you angry and frustrated. Another source of background noise might distract you from them and drown them out)? If you are desperate and it gets worse (and you can’t reason with them or relocate) a GP could definitely prescribe something stronger.

a box fan is good for white noise and cheap - headphones mentioned above seem like a good idea - foam ear plugs can be found in the sporting goods area of walmart and they are cheap - so sorry you are going through this - I place a very high value on my sleep and you have my sympathy

not exactly the same but years ago I had a neighbor who liked to lay out in the sun- listen to elvis -and drink beer - the more he drank the louder elvis got - about half way through the summer I had had enough ( no disrespect to the king lol ) I asked a couple of times to plz turn it down - he would for 2 or 3 songs then back up again - I worked nights and he knew this - soooo one day I parked my car in the back yard with the trunk open - I had a kicker box speaker in the back - I put in a Mega Death tape full blast and went inside for a couple of hours - he got the point

Ear plugs are good for a temporary solution but I have heard that they are not good for you to use long term, so I hope you can find a good solution! I don't know what I would do without my sleep.

http://www.thinkgeek.com/product/daa1/ These are headphones you can sleep on. They're not super amazing, but they're good. Plus you could get one of those big box fans and turn it on in your room. Using the headphones to play music and having the box fan creating white noise blocks out BOTH RP and the dog's snoring.

How to deal with staying awake, I don't know, but hopefully the above will get you some more sleep

With another allergy season kicking in, I'll throw in a vote for taking Benadryl (or generic equivalents) just before bedtime. Kill 2 birds with 1 stone.

Just a thought...could you make an anonymous noise complaint to the building manager/land lord (that way they would get a warning and have to rethink their current habits) ? It might scare them into being more considerate and seeing as the complaint will be from you there wouldn't be a second or third, so there would be no real fear of receiving an eviction notice etc.
