If they are union, a fully licensed electrician can average around $45 an hour plus a very generous benefits package. Prevailing wage is very generous. A ditch digger earning prevailing wage will make at least $20 an hour.
An electrician who works for a residential housing contractor (or similar like building maintenance) outside of the union or prevailing wage jobs will earn about half of the hourly and receive no benefits. So you are both correct, it just depends on the situation.
