expensive looking, classy, intricate gowns. ( white really stands out in the black lights and looks incredibly clean and crisp. jewel tones, and black is also great)
hair color/style on point and looking like you spent some time styling it
long french manicure nails/pedicure. never any paint peeling off or acrylics overgrown.

Having your hair done nicely, professionally, and fairly conservative. If you spend 140 getting your hair cut and colored, guys can tell, as opposed to coloring it yourself from a box and letting your friend cut it.

Coordinating outfits in good condition. Wear a thong and garter that match your dress. Make sure your necklace matches your earrings, etc. Don't wear neon colors. You can wear bright colors without using neon. If the hem is falling out of your dress, or the strap breaks, have it sewn. Don't pin it or walk around with strings hanging off.
Buy expensive purfume. If you wear vs body spray, you smell like a fruit cocktail, just like everyone else.
Classy makeup. Heavy eyeliner is fine, but stay away from bright colored eyeshadows.
Check your appearance often. If you just did a vip and went on stage, make sure your mascara isn't smudged under your eye. If you eat, check your teeth for food. If you smoke, wash your hands and grab a mint afterward.

No roots showing on your hair. Healthy and well done hair. No matter if it's natural or extensions. Fried long hair looks trashy, for that I rather have short healthy hair.

only brown / golden / silver / black / grey eyeshadow
bright red lips, or mocha, or even a nude lipstick id you wear heavy eye makeup

As far as OTC, this is more of a girl topic, but, I'll give an opinion, since I had the same question when I graduated from law school. (Coming from a very modest background, I had no idea about fashion or style.)
Request catalogues from Neiman Marcus, Saks Fifth Avenue, Nordstroms and Burberry and browse through them to get ideas. If you can afford to shop at those places (even if just occasionally), becoming friends with a smart and knowledgeable sales clerk there will be very helpful. They can give you great advice about the current trends, upcoming sales events, what styles or colors to wear for a special occasion, etc. Also, I think these high-end department stores have ladies that will do hair, makeup, etc.
If these high-end department stores are too expensive, then: (A) visit the outlet store versions, but, don't expect the sales clerks there to be knowledgeable or helpful, or (B) find less expensive brands or department stores that have clothes that look very similar to the high-end department stores (e.g., Macy's and Brook Brothers are a lot cheaper, but, have some good quality clothes).

There is a really good book about that called Entice Me Get The Look That Will Enchant Him by Carmen Monique. It explains which make up looks good under what light, how to contour, the proper way to use hair serum, which customers like which looks and much much more! I loved it.





Having nice teeth is such a big thing. My mom was a total nut about me going to the dentist and made me get braces at the most inopportune time in my life-- 16-- but I seriously get compliments on my teeth every time I work (especially since I moved to London....). I think it's because bad teeth is a dead giveaway of someone who came a low-income upbringing.
I think being clean is the most important thing for looking expensive. Smelling nice, no greasy hair, no dirty long nails, not old make-up on your face, fresh breath, etc.
Agree with the teeth thing. I just worked three weeks in Florida, and almost every customer would say "You can't be british, you have such great teeth!"
My parents decided not to give me braces when I was younger, as they thought I would get bullied/be embarrassed by them. Let me tell you, braces as an adult are far more embarrassing - and expensive.
It's worth it though, and fixing a chip in my front tooth was by far the best thing I ever did for my appearance, even more so than the boob job!
Other than that, I always make sure my nails are done, and I prefer dark colours. Glossy hair, a light tan, and clear dewy skin all suggest you look after yourself, and to me that's what makes a girl look 'expensive' I guess. It makes you look like you have high standards and expect to be taken care of.
No point having the most expensive dress/jewellery/make up if you have spotty skin and need a haircut!

You don't have to spend a lot of money to look expensive. I color my own hair, but I purchase the color from Sally Beauty and custom mix my colors. Eyebrow shaping and using eyebrow shadow to correct face shape asymmetry will help, too. Do the same with your lips. Make sure each side of your face looks even from a makeup perspective.
If you are thinking of having any work done, start with your teeth. Rich people may have other figure flaws, but they always have nice teeth. Using something like invisalign can mask that you are getting your teeth straightened and help you control the cost.
Keep your outfits and shoes in good shape. Missing rhinestones or sequins will make your outfits look shabby. Also make sure your footwear is in good condition.
Carry a fancy handbag. You don't have to buy designer, in fact, I recomend that you don't. But make sure your handbag is in style. Use a bag designed for evening wear, and you'll look ready for the party. I use a black patent leather clutch. It is easy to clean and goes with all my outfits.
I second the comments about nails, hair, makeup. If you have skin issues, use body makeup to conceal blemishes or bruises.
Oh, and keep tattoos to a minimum. I only have one (largish, about 7" long and 5" wide) and get comments from customers all the time about how they like my single tattoo. Many of my co-workers have 30% or more of their bodies covered with tattoos, and it just isn't attractive to the big spenders.
Ultimately, you have to let the 1% think you are like them. The more you can appear to be from the upper classes, the more the big spenders will like you.
