I have a really high forehead and want it lowered about an inch so I don't look like a freak if I don't wear bangs. Being able to go bang-free for once in my life would be nice.
Does anyone have any experience in this? Which would be a better decision: hair transplants or hairline-lowering surgery? I keep reading that the surgery's better but I want to get some opinions on the patient side of things.

Centuries ago, it was common for women in Europe to thread their hairlines to make their foreheads bigger because it was feminine and youthful (as others have mentioned). Also, so many models and even actresses have large foreheads. It draws attention to the face and gives it youth. Besides when I was a young kid, I've only gotten bangs once as an adult and I didn't like them at all because they hid my forehead.
