I live next door to a sweet older pit bull named Daisy. She's probably the calmest, friendliest dog I've ever met -- she rarely barks, she's never aggressive, she always greets me with her tail wagging, and she really just wants nothing more than to have her chin rubbed by a human. You know how dogs can smile? She always has a dog-smile.
That said, her owners treat her atrociously. They keep her chained up 24/7 on a 15 foot leash. She has access to a dog house, but it's made out of metal, so I don't think it's very effective at keeping out heat or cold. On hot days, I always see her trying to huddle in this tiny sliver of shade next to a fence. She lives on concrete and she has no access to grass or soft ground (do I need to explain how this is completely unsanitary and cruel to her?!). I have never seen them walk her. She doesn't have consistent access to food or water (although I give her water or dog-safe leftovers when I can, I have seen my other neighbors feeding her too). They never bathe her.
She's not spayed. Lately I've been seeing an un-neutered male pitbull keeping her company, and I thought he was just one of the many loose dogs in the neighborhood that harass her from time to time, which is sadly kind of a normal occurrence. But as it turns out, she's in heat, and it looks like my neighbors are breeding her. I think they only keep her around so they can make easy money by selling her puppies.![]()

I've never seen them overtly mistreat her, like they never hurt her or starve her. But I'm totally at my wit's end for this poor dog, I just don't know how to help her! Technically my neighbors aren't in violation of any laws except for keeping her constantly on a leash, but the only punishment for that is a fine, and the ordinance doesn't make any provisions for removing mistreated animals. So basically, they'd have to shell out a few hundred dollars, and they'd still keep her. I'm worried that if I report them, they'll decide she's not profitable and something bad will happen to her.
I feel like if I try to talk to them about it, like, they're not going to be receptive to it. People don't treat animals that way out of ignorance of what it means to care for an animal, they do it because they really just don't give a single fuck about their pet's welfare.
I don't know what to do! Please help me figure out a way to help this poor sweet dog.
