You said that you have those Adobe programs, do you have Premiere? It should support FLV (unless perhaps it is a super old version of Premiere...?) I would suspect corrupt files perhaps?

Did you try to play the FLV's in VLC Player?

Xmedia Recode (free) also supports FLV and it had the option to "copy" the settings of the source file so you could get the same exact quality when converting. Go to Sinna's site (adult-income.com) and enter "xmedia" in the search box, there should be an xmedia walk-through somewhere.

As Kayden said, VLC Media Player should be able to view FLV files.

For converting video files, I usually use the software included in the dvdvideosoft.com software suite. Just be careful when installing it as it tries to install other unneeded and harmful stuff along the way, as most freeware does. Just pay attention to what options are selected and what you're saying "yes" to during the install process, don't install any extras, and you should be fine.

Adobe premiere doesn't want to open it, says not supported, tried an online free and download free player and converter and they open it fine, but I imagine they compromise on quality, so not sure why adobe premiere refuses to open it, when free ones are doing it. I just downloaded it after getting the academic adobe apps discount, as thought I need to make the investment for videos, so it should be the up to date version, mind when I first opened it it said my hardware is outdated, but still, other programs opened it.

VLC Media Player suggested by Kayden to view files
    also suggested by Kayden

After a lot of searching, seems media encoder and premiere pro no longer support this type of flv, saying it's an outdated format on some of their support forums.
So to answer for myself and others with this problem, you will need to convert with another program, these flv files are no longer supported by adobe

All the different file converters I've found are:
    The freeware
BEWARE comes with extras click to not accept them, don't accept everything, be sure to read or you might get bugs downloaded
http://www.dvdvideosoft.com dvdvideosoftstudio freeware suggested by Tsani
http://www.freemake.com/ freeware, player also and editor(has paid version)

    Open Source
https://obsproject.com/ obs studio Free, open source software (edit / remux it)

Thanks for the help, bit disappointed with adobe to be honest
