I just found this video and story.
I didn't know there were certain cities where strip clubs have a hard time at finding dancers.

IMO this just sounds like a hype article. I lived in Northern CA until the mid-2000s & the Bay wasn't hurting for strippers or customers. Fees were nosebleed high & managers were quick to rip girls (tacking on fines & extra fees) because they knew another young lady would be right behind the last one coming in the door.
My theory is the high rents might be keeping dancers at commuting distances because with rents that high in SF you can't wait out a couple bad weeks at the club if you are late on rent & facing doom- better to work a job with a guaranteed paycheck & have room mates. Just my theory.
I was at the Bakersfield CA Deja Vu & a bunch of the girls mentioned they take occasional trips all the way to SF. Stripper money is THAT BAD in California.

This ^^ cost of living is the more important factor than earning potential in a lot of places. If our dancer working 4 shifts a week is averaging $300, $3600 sounds great until you realize that may barely cover her rent. And if shifts are long with draining customers, it may well not be worth it to a lot of ladies.
