Who is Victoria2 and when will she go away?

Seattle has always been known for being VERY relaxed (in some clubs) regarding contact while dancing for customers.
Yet, the dance laws are strict. A notorious owner and his partners had their clubs shut down and were prosecuted for not following the adult entertainment laws.
Even with all the illegal activity going on, these owners still required each dancer to have an an adult entertainment license and a business license from the city of Seattle. They didn't fool around in this respect and neither did the city.
The license department did a background check, full set of fingerprints (unnerving!) and photo ID which was copied. Also, the license had the dancer photo on it so it couldn't be used by anyone else.
My opinion is that the club holds the responsibility of checking licenses and ID's. In my experience, every club I've worked at has done so - except one.
That hap hazard (lazy, greedy, predatory) owner who wasn't relentless about this is no longer in business.
