Both. I only get annoyed if the rules are expressly stated, and then ignored. If someone tells you not to touch them in a certain place or at all , and you do, that's assault. Just cause she's a stripper doesn't mean it's ok, or no big deal.
Also, ASK if you don't know, always ask before just touching

Both. The regs like to pull the "I know they don't have cameras/So-and-so lets me" sort of shit. The new ones are only an issue if they're from a city that's more lenient.
I don't mind explaining the rules and tend to keep it simple - "Out here you can't touch me AT ALL, back there you can touch anything not covered by cloth". It's only annoying if they then still push it... why ask if you're not gonna listen...
