In the big picture it doesn't really matter that much though because females are always a target no matter where you are. Best thing is to never ever let your guard down wherever you are.

This is interesting to me b/c I have been out late at night in several major US cities and I've never had problems where people are grouped up & cops are visibly present.
Growing up I was careful of where I drove at night because carjackings were an issue and in some cities crackheads will yank on door handles to see if they can get into your car (this is in big cities.)

I'm questioning this list too. Hartford CT? Walking around the downtown after 6:00 PM is risky even for a big beefy guy, nevermind a lady. It is a Grade A shithole that has been on the downslide for decades.
