Cuomo wa elected in Nov. 2010 and took office in 2011.
Again, as I stated in my previous post, Trump was given warnings back in January and February by our intelligence agencies, of the seriousness of the coronavirus outbreak. Trump chose not to take the warnings seriously. Here's the link again:

This reminds me a lot of George W Bush being warned by our intelligence agencies that Bin Ladin was planning to attack the US, and Bush refused to take the warnings seriously.
If anything, Trump was impeding testing, because he was concerned about how it would affect his chance of being re-elected.

Contrast Trump's response to South Korea's:

In South Korea, less than 160 people have died so far. In the US, it's approximately 3,000. That's the difference between taking the threat seriously from the time it was first discovered and waiting until it reached crisis levels before taking it seriously.
Trump should have ramped up testing from day one as well as production of medical equipment and supplies. In February, Health and Human Services Secretary Alex Azar asked for $2 billion to buy respirator masks and other supplies for a depleted federal stockpile of emergency medical equipment. The White House reduced this to $500 million.

Not everyone has access to the same information as Trump does. Nobody here or in the media has access to classified reports from U.S. intelligence agencies. Trump does. Trump was warned of the serious threat coronavirus imposes, and he chose not to take any action, other than halting flights from China. Trump should have ordered the stay at home policies on a national level back in January, or February at the latest, rather than do nothing and wait for the states to do it as it reached crisis level in one state after another. It's doubtful that every single death could have been prevented, but if Trump had taken strong measures from day one, the total number of deaths would be a lot less than 3,000, and there currently wouldn't be more than 160,000 confirmed cases. Taiwan and Singapore took this threat very seriously, and so far only 5 people have died in Taiwan and 3 people in Singapore.
