I noticed quite a few industry girls that go the route of self hosting make the mistake of having a landing page initially be the user agreement. I know as far as liability goes America doesn't have any, so in truth outside of an initial warning to tell kids to FO, liability is minimal, and rightfully so!
But when it comes to SEO, it kinda screws you over because your brand is your name and you wanna weigh that shit down with at least 500 words optimized (I'd go 4000 and scoop niche keywords but what can I say, I'm fkn ridiculous!) so you don't end up like poor miss Kendra James Page 2 in her own name. Additionally, if you go a different route other than a modal, you gotta redirect people that haven't agreed to the 18+ from any page they should happen to land upon.
Thus a modal with a cookie session seems to be an ideal choice for the disclaimer In my usually horrible opinion. On my Codeinc I got a freebie of Dava Foxx for you to take the code and use it for whatever. IT will only pop up once until you delete the cookies, which is ideal, as to not annoy your visitors with it more than once.
