Probably the best way to go with this.

I’m a bit surprised that cocaine is described as a "hard drug"... Not that I’m using it though.

Nah, they are just getting these people into Rehab rather than Jail. Better way to go.

Agreed. throwing people in jail doesn’t help them not use drugs even if they break the cycle of repeated prison stays, having a criminal offense that prevents them from getting jobs and housing won’t keep people off drugs.

Yeah, you don't stop anything by sending them to Jail. They just get out and go right back in. Rehab might actually make it easier for them to stay OUT of Jail. Some people are just lost causes, but I knew one girl who was hopelessly addicted to crack, but Narcotics Anonymous literally saved her life. I took her to her first meeting. That shit CAN work (If you give it a chance). Now she sponsors other Girls. Sober as a Priest.

BTW: I am not a member of Narcotics Anonymous, we just went to an open meeting. (Open Meeting means anyone can come). Just to clear up any misconceptions about me. I went so she had someone friendly with her. Someone that wanted to help her. I went to a couple more meetings with her, but a lot of her meetings were closed (Meaning you had to be an Addict to attend).

In medical profession it’s seen to be highly addictive and overuse can lead to death

Also the negative side effects from over usage and/or too frequent usage - depletes serotonin which can lead to depression which can be catalyst to addiction, health problems including destruction of sinuses/increased likelihood of heart attack, behavior problems regulating mood, etc
