I have one from lamcome that has tiny specks of gold color in a dark green liquid, but I've never seen it with big things of glitter. I don't even think that's possible. You could just place glitter on top of the wet liquid.
This is kind of wierd but a few years ago, I loved the look of glitter around the eye but also could not find a glitter eyeliner. So I bought some of that real cheap "Wet and Wild" glitter. It comes in gold or silver, and I liked the silver better. There's also this little tube of white glue that comes with fake eyelashes, so I used that to make the glitter stick. First I'd put a TINY amount of glue on the end of a tiny little eyeliner brush and rounded the bottom of my eyelid (it looked way too cheesy going all the way around) with it. Like, making a little tiny line of white glue. Then I'd wash the glue off the little brush and dip it in the glitter container and press the glitter lightly against the glue, like barely touching it, so it didnt become a gluey/glittery mess. . *Make sure you have a steady had to do this, or you'll smudge the whole thing up!* Then when the glitter dried on top of the glue, I'd have another girl lightly blow away the access glitter. It looked really cool, it really pops your eyes. But applying too much makes you look like a vegas showgirl, which isnt bad if you are going for that look. Good luck!
Tony and Tina make awesome glittery eye products. They have a pencil with glitter in it, but it's not liquid. Their eye powders have a nice sparkle and if you apply it with a wet brush, it looks great. There are the regular jars of glitter which are nice around the eye too.
I don't really use these anymore, but I liked the look when I bought them!

They have this stuff called Magic Sealer. It looks like clear nail polish. You just put the sealer on first then put glitter eyeshadow on with an eyeliner brush while the sealer is still wet. They have all sorts of great glitter eyeshadows including black.
Kaiyla - I like your idea about the the eyelash glue. That sounds like it would work well too.

I use Urban Decay eye shadow and it has tiny specs of glitter in it. When the light catches it right it looks luminous!
I do mine this way... First I put on my liquid eyeliner and let it dry. Then I use a thin brush to put a line of vaseline over the liner. Next I clean the brush and use it to apply glitter over the vaseline. It stays!
If you go this route, another product to try is Benefit's "She-Lac". You can find it at sephora or any place that sells Benefit. It is a similar product and might (depending on where you are) be easier to find. Instant gratification at the mall!Check out http://www.emani.com

I also do that. Another good tip is to dot silver or gold eyeliner at the inner corner of your eyes (sometimes I even shape the inner corners).
