i've seen girls wearing their garter around their ankle, you could try that...
A few years of stage make-up classes have taught me this:
1. determine the opposite of the tattoo color..like if it's dark purply black, choose light buttery yellow, or if its red, use green. Put this on exactly over the tattoo color for color...like you're coloring in a coloring book. Powder this liberally and dust off the excess.
2. take a concealer slightly lighter than your skin tone and color right over this covering a slightly larger area. powder...
3. get a really opaque cream based foundation that is spot on the same color as you...good old fashioned greasepaint basically and cover and even larger area blending into the rest of your skin. The last tiny trace of make-up from this should be approaching your knee.

whatever you do be very careful about blending. on the actual tattoo that you've put all the negative colors on...do more dabbing than rubbing...you can rub to blend once you're away from the other make-up though.
Ben Nye brand theatrical make-up sells tatoo kits with the right colors, and i'm sure other company's do to...check local theatrical supply stores.
