1) Buy your winter clothing off-season. My sister paid less than $100 for $500 worth of winter wear out of the Alloy catalog several months back.
2) Cozy up to department stores and outlets. I was pleasantly surprised by the boost in quality of clothing and lingerie at...WAL MART! Target's good too. If you use your store credit cards, you can get extra discounts.
3) Have "white elephant" clothing parties with your friends and neighbors.
4) Make friends with a seamstress/tailor. They can alter items you find on sale, and custom make other items, like bustiers, jackets, etc.
5) At Goodwill and Salvation Army, make friends with the staff and find out when they get fresh shipments in. Those are the best days to go in, preferably in the morning.
6) Flea markets are a lot of fun, with many clothing vendors and haggling opportunities. You might even find furniture and housewares to bring home instead of clothing.
7) If traveling to an exotic location, investigate whether you can pick up clothes. You can get silk suits and robes made in Thailand, the Middle East and Hong Kong for very reasonable prices. My friends in the Navy made a point of buying rugs in Bahrain and re-selling them stateside.
