No! But, I wouldn't be against going to the landlord and saying..."Oh, neighbors dog is so noisy!"
No dogs means no dogs...chances are...the landlord doesn't even know they have it.
if you get a dog, get one because you want one to love for the long term

First off, I would go and talk to your neighbors first about the noisy dog. Try and work out the problem with the neighbors first before going to the landlord. Because chances are if you drag the landlord in on the problem the neighbors might end up hating you. I know from expereince, if your neighbors are nasty enough, stuff might start happening at your house when you are not home.
i agree never get a living thing for revenge.....maybe the dog is just neglected. talk to your landlord. i used to always be intimidated by mine, now we are very good friends....great guy lol he even lets me have all 3 dogs here heeh heeh and 6 cats ...........heee

I used to be a landlord and I didn't suck. I treated my tenants like gold. I would paint their apartments whatever color thy wanted, one time I remodeled the kitchen for a girl in her apartment, and I let them have pets. I used to give them a Xmas rent break (1/4 off rent in December). I want to get back in to doing it, it was a lot of fun.

When I was a landlord, I let them have a cat but not a dog. Some dogs are quite destructive to more than just the tenant's furniture.
Further... Everyone who had a kid or kids left several dirty rooms and I had to scrub the walls, the more kids the dirtier. Smokers left the place dingy, and wall scrubbing did only a little to help. I painted using good, scrubbable paint but neutral colors that the next tenant wouldn't mind. One thing that bothered me is that many tenants wanted to do their own repairs; consequently the place is now substandard but is being renovated.
I loved going to strip clubs; I actually made some friends there. Now things are different for the clubs and for me. As a result I am not as happy.
Customers are not entitled to grope, disrespect, or rob strippers. This is their job, not their hobby, and they all need income. Clubs are not just some erotic show for guys to view while drinking.

I only bought properties that would appeal to young singles or DINK married couples. Old urban buildings. The places I owned were all super cool and in a great location. I used to be able to pick my tenants, I'd advertise that I had a place for rent, people would show up, and I'd pick who I wanted, so that helped.
Gotta move to Tampa....
We had a similar probem, no animals. I wanted a cat and we discovered our neighbor has one. But she moved in a long time ago and has a different contract so she can, we can't. I don't know how it is in the states but I wouldn't get an animal against contract here, they can take it away if you don't want to move out...
If you need a dog so bad, you should probably move.
Talk to neighbors, then landlord.
