I'm not sure how many other States have gone this route, but Louisiana did so about 10 years or so ago. The basic theory underlying the concept is that by making divorce so easily obtainable as a part of the larger "social revolution" that all but completely removed the social stigma formerly associated with it, we've severely undermined a large part of the foundation upon which our basic societal structure has been built. In this regard, Sen. Monihan (sp?) went out on a limb in the 1960's and made several bold predictions during debates over welfare, etc., to wit: that when the rate of divorce among whites reached the then-existing rate among blacks, such that the number of single-parent households was also proportional, we would have the same kinds of problems (criminal behavoir, drug abuse, increased school drop-out rates, increased rates of teen pregnancy, etc., etc.) among whites as were then occurring with blacks. To make a long story short, he was right - there's a fairly clear "break point" number, after which the rate of increase in the aforementioned problems jumps dramatically. So, in response, conservative lawmakers are trying to at least provide an alternative system designed to encourage couples to make a more determined effort at saving the marriage when problems arise by making it much more difficult to obtain a divorce.
We'll see... but I doubt it will have much effect.

Marriage is broken. The way to fix it is not through divorce laws but through a redefinition of marriage and its duties, the benefits, and the outcome.
I think if two people want to have a "Covenant Marriage" that is fine by me, just as long as they don't try to force other people to do the same.
I don't get it. Are the nuns performing marraiges or are they getting married? This is .... oh wait....
