Default Congress told by CIA : War Helps Recruit Terrorists

    (boldface by me)
The insurgency in Iraq continues to baffle the U.S. military and intelligence communities, and the U.S. occupation has become a potent recruiting tool for al Qaeda and other terrorist groups, top U.S. national security officials told Congress yesterday.

"Islamic extremists are exploiting the Iraqi conflict to recruit new anti-U.S. jihadists," CIA Director Porter J. Goss told the Senate Select Committee on Intelligence............................

"The Iraq conflict, while not a cause of extremism, has become a cause for extremists," Goss said in his first public testimony since taking over the CIA. Goss said Abu Musab Zarqawi, a Jordanian terrorist who has joined al Qaeda since the U.S. invasion, "hopes to establish a safe haven in Iraq" from which he could operate against Western nations and moderate Muslim governments.........................

the Iraq insurgency has grown "in size and complexity over the past year" and is now mounting an average of 60 attacks per day, up from 25 last year. Attacks on Iraq's election day last month reached 300, he said, double the previous one-day high of 150, even though transportation was virtually locked down............

I saw that, and couldn't help but laugh sardonically. It's been what i've been saying all along.

It's possible that taking out a filthy swine like Saddam was the right thing to do, but I fear we have only made things worse by doing so the way we did.

Maybe..., and maybe not. And I mean that sincerely, i.e., although I believe that there are radically different but equally viable assessments of the situation, I will freely admit that they may well be right, and that we may well have made a major mistake in this regard. That said, there are equally plausible assessments of the situation that can be made, as well as several other possible reasons for the Company's assessment that have to at least be considered and borne in mind - even if your personal view of the matter is that their current analysis is correct. In this regard, while the war may well have caused an increase in the terrorist ranks, that doesn't necessarily mean that we've made a mistake over the long haul, as things often get worse before they get better when we're finally decide and/or are forced by events to stop trying to avoid dealing with a major league sized problem and start seriously working on solving it for real.

On a practical level, the fact that the war has made it easier for the terrorist groups to recruit new members does not necessarily mean that it has resulted in an actual increase in their overall numbers or their operational capabilities, as we have not only killed a significant number of them over the past few years but, insofar as those killed have been replaced by new recruits, they're likely to be nowhere near as well trained or effective as those members that they've replaced.

And finally, don't make the mistake of discounting the Company's penchant for covering its own ass... especially in this case, as the Bush Administration hung them out there pretty bad insofar as the blame for pre-war WMD intel assessments go - given the mauling they took over that one, I suspect their current attitude is not only extremely conservative re their publicly disclosed assessments, but also tainted to some degree by an element of institutional "payback" for the way they were treated by the Administration when it came time for blame to be assigned.
