You can do it with Sound Forge. I got mine for free but I don't know if you are supposed to pay for it. If it's really a big deal I can do it for you.

I used the CDex program....
The wav files are still wav files on my computer ?
All that changed was the bit rate ( from 1411kbps > 128 kbps ) and the size ( from 15.1MB > 1.37MB)...... is that all it does ? Is that how it makes it an MP3 file? I thought that it would change the .wav extention to .mp3 ???
What am I not getting ???

128 is an mp3 bitrate. Are you sure it didn't change the extension?

I just go into Tools/Options and then click on the Rip Music tab and then select mp3 in the little format box under the Rip Settings. I attached a screenshot for you.
Dammit, my attachment came out too small to read! I'll reattach it after making it bigger...see if this works...

It worked because I had the .wav file that I wanted to convert to MP3 already burnt to a CD.
Otherwise I don't know how I could do it with a file that is already located on my computer.
