Sorry to hear about your car, that definitely sucks. I've had more than my share of experiences with hit-and-runs but you're ahead of the game because you know who did it, you know a witness who saw it, and you have proof it was his car. And since you know he lives in the same complex as you, you know he has to come back. I don't think he's gonna decide to move just to avoid dealing with you. Really, he has much more to worry about than you do since he broke the law. Just a suggestion... maybe you could propose he should at least pay for your deductable in order to get it fixed. Your happy (sort of) since your car gets repaired and he's happy (sort of) because he wont have this incident on record.
