I have exactly the same problem...
you can not do anything about that, even if you lose weight you're not going to lose "that fat"... the only solution is get it liposucted... I'm thinking seriously about it... but I must find a good doctor... I mean it's on my face and I don't want to make it worst...

Facial/ neck exercises (like the ones you've seen on that infomercial for a "Facial Exerciser") to tone the muscles in the neck and face....also, swimming is a great upper-body toner, and the smaller muscles in your neck and face might get a "lift" from that acitvity too.

DO NOT get the facial excerciser from the infomercial unless you enjoy being zapped with zolts of energy across your face. On the body for physical therapy purpose...cool.
