I haven't done any video editing for a while, but if you use Adobe Premiere it's a pretty easy program and should be able to pretty much plug it and capture it. That is if it's DV. If it's an older cam you'll need to convert analog to digital which I've never done. My brother has but he's a computer nerd and I'm a dork so I don't know exactly how he did it other than to use a special converter.
If you are using sony handycam you're going to want Pinnacle Studio 9.1 or later. Supports the handycam nativly.

Hi Gynger!
If you're using Windows XP and have fairly simple needs, you probably don't need much of anything at all.
Are you trying to get recorded videos TO your computer? Check your handycam as many have a USB cord or jack. If a cord, just plug into your computer's USB port and it will show up in My Computer as a new drive.. Just drag and drop the videofiles to copy them to your computer and viola..
If it has no USB port, many use memory sticks. You can buy a USB memory stick thingie at Best Buy or Comp USA for cheap.. then you just insert the memory sticks into the thing and they pop up in My Computer exactly as above.
Once you are able to get your videos on your computer:
If you want to edit, convert, add titles or stuff- XP comes with a very simple program Movie Maker for doing this. Look on the Start Menu/Accessories to see if you have this installed. Fire it up and try it as it's pretty easy to use/Microsoft style. It's free and can do some pretty nifty stuff with videoclips.
If you want to do more complex editing or converting, definately programs like Pinacle Studio, Power Director Pro and the like can be purchased to do professional video edits.
Have fun!
It doesn't matter if you're somebody in this world, it rather matters you mean the whole world to somebody.
^ Movie Maker works well, but like Mast said, Pinnacle Studio is awesome and very powerful as well as being easy to use.

^ You can also burn those files to CD or DVD as well; all he has to do is have access to a laptop or PC in the field that has a viewer of some kind (Windows Media Player or Quicktime, et al).

If your handycam uses MiniDV, You're going to want Pinnacle Studio 9.1.
Movie Maker will get hella dropped frames unless its in Firewire receive mode, but even then its got horrible compression when making wmv
