look up photogs in your area who are willing to do a TFP (time for prints) shoot with you to get your portfolio started.

I started out by doing pageants in Jr High and High School.
I suggest putting up your nicest normal photos on ModelMayhem and OMP, or even get some pictures done at say... Sears or whatever does them in your area, the put them up on either site (or both), along with a profile stating that you want to start modeling. Do some TFP shoots (Trade For Prints) to build up a portfolio..... and you're on your way.

The modelling word is rife with scam-artists.
If you are 5'8 or above and very thin -- you should go and see a reputable agency in your area on open call day with a view to doing fashion
If you are under 5'8 then you should look at commercial agencies who are more interested in pretty, accessible faces - for catalog, TV etc.
Don't bother with rip-off agencies who force you to do a course or pay an absolute fortune for photographs.
You need enough pics to get you started. If you have 3 or 4 superb professional shots, it's enough to get a card made and get yourself out there.
You need to decide on the type of modelling you are aiming for - then stay focused.

You also need to decide which type of model you are going to be: amaetur/casual/on-the-side/hobby, semi-professional or professional.
I class myself as amateur due to the fact that I do modelling 'on the side' to my dancing. My dancing comes first right now so the modelling must work around that.
Also make sure you have a wide variety of shots... some with full glamour make-up (as per my avatar image) and others without make-up so that people can see what you really look like. Plus having the standard full front shot (head to toe), one side shot and one shot from the back (with you looking over your shoulder or not) will be of benefit as well.
Then you have to decide whether you will delve into adult modelling and how far.
Lots of decisions to make first. Get that portfolio (lots of TFP/CD). Keep it updated (new photos at least once a year or every 3 months if you can).
