Multiple Breed-Specific Bills Introduced in Oklahoma

[Thursday, January 26, 2006] Four separate bills providing for the repeal of Oklahoma's ban on breed-specific legislation have now been introduced. These include S1569 by Sen. Cliff Aldridge and S1702 by Sen. Susan Paddack. Rep. Paul Wesselhoft is also moving forward with his promise to allow cities and counties to enact breed-specific legislation through the introduction of two bills: H2657 and H2658.

H2658 not only permits regulation by breed, it goes one step further by specifically providing for the regulation of "pit bull" ownership. Owners of "pit bulls" (defined as American Pit Bull Terriers, American Staffordshire Terriers, Staffordshire Bull Terrier or any dogs displaying the physical characteristics of these breeds) would be required to register their dogs, keep them muzzled and leashed or in a secure enclosure, purchase $100,000 liability insurance, spay or neuter the animal, and abide by a host of other care conditions. Violators will face steep penalties, including up to $10,000 in fines if a "pit bull" seriously injures or kills a person or domestic animal.

In addition to permitting breed-specific legislation, H2657 would expand the state's dangerous dog law, strengthening it in some areas but overreaching in others with broad, subjective definitions of "potentially dangerous" and "dangerous" dogs.

Clearly, dangerous dog control is a priority issue for Oklahoma this year. To date, at least three other legislators have introduced non-discriminatory dog-related bills. Public safety is on everyone's minds, as it should be. However, if Oklahoma is to truly protect its citizens, then officials must enact a stronger, well-enforced, generic law that puts responsibility for a dog's behavior at the right end of the leash - with the owner. Targeting a certain breed will not prevent dog attacks from occurring. Strengthening penalties for negligent owners and promoting responsible dog ownership are better ways to achieve that goal.

    What You Can Do:

    • Contact the sponsors of these discriminatory bills and ask them to withdraw their support (For a list of talking points, click here).

Rep. Wesselhoft said the proposed bill will also include provisions designed to bring about an eventual ban of pit bull dogs in the state.
The grandfather clause contained in the bill would allow for the continuing existence of pit bulls currently in Oklahoma. However, pit bull owners would have to have the dogs spayed or neutered, and the animals would need regular rabies shots.
In addition, a pit bull owner would have to be age 21 or older and would be required to have a $100,000 liability insurance policy on every pit bull.
Also, each pit bull would have to be tattooed or otherwise marked when it is registered with the state. Owners would not be able to sell or transfer the dogs to other individuals in Oklahoma, excluding family members. And a person living in Oklahoma will not be able to bring in a new pit bull from out of state.
After those pit bulls that are allowed to remain in Oklahoma under the grandfather clause of the proposed bill die of old age, Wesselhoft said there should be very few pit bulls remaining in the state, if any.

We need to not only contact Rep. Wesselhoft, but ALL of Oklahoma’s Sententors and Representatives so these bills introduced in the Oklahoma Legislature will not be supported.

OMG - "Pit Bulls" were the family dog back in the 40s/50s... just because a few morons are out there they decide to ban the breed? This is BS.

I had a pit/rot mix - Roxy - she was the sweetest dog ever... i have pics of her (over 100 lbs) play "fighting" with my cat Marshy (10 lbs). They are only vicious is bred/raised that way. These laws are ludacris... complete crap.

"Pits" are a wonderful family dog. Worst my dog ever did was knock my daughter off balance when playing. She would actually run from dogs smaller than her... a big baby..

Not to mention - most home owners insurance skyrockets if you have a pit and some wont even cover you...my parents found a pit puppy and couldnt keep it because they would have lost their insurance... crap... crap...crap

Here in Vegas, the shelters are FILLED with pittys. I adopted one over a year ago and am constantly educating ig'nant fools who claim they can "turn" on you. Complete bull (no pun intendend)! No such thing as a dangerous dog... only reinforced dangerous behavior by a human. Remember over the years various breeds have been the brunt of stupidity. I remember when dobies could "turn on you". I call BREEDISM!

This is a case of a few neglectful people ruining it for everyone. My friend has a boxer/pit bull mix and the dog is a straight-up weenie, I mean it in the nicest way.

In CA, the dog laws don't address breeds so much as incidents- my friend had a 6 month old Dalmatian that bit a child above the waist, so it was put down immediately. I love animals more than most people, but the safety of humans is more important, even if the said humans are pretty stupid.

PS My sis, myself & other people I've known have been bitten by dogs, usually it had more to do with situational conditions than the breed...the worst thing is when dogs group up, they immediately go to "pack" mode. Even the nicest dogs. They're animals, it's instinct.

I hate these laws. There are a few towns up here in Oregon trying to ban pits.

I was saved by a pit bull, who wasn't even mine. I was attacked by 2 german shepards on my way home from school, he came bolting out his door (they had a screen door that didnt' lock) and jumped on both them, bit the one that had a hold of me..they ran home screeching! lol Then he came up to me with a doofus look like "did i do good, huh huh" and was slobbering and sniffing all over me. He was awesome!

On the other hand, I have been bitten ans/or snapped at by..chihauhas, dachsunds, terriers, shih tzus' etc...

should we ban all small rat dogs, cause those are the ones that tend to get "snappy"

it's just stupid. The media just hypes up any dog attacks, but especially those that are pits.

Pit bulls aren't bad,it's the irresponsibility and stupidity of the owners that makes them bad (i.e.dog fighting and abuse).

Let's just hope that Oklahoma doesn't become a statewide version of Denver, where pit bulls (or any dogs that even looks like pit bulls) are not only illegal, but are forcibly taken from their owners and euthanized.

This country gave up on it's ideals a long time ago.

Besides, dealing with this kind of bungling legislation is a lot easier than dealing with the forecoming problems of tomorrow - today.

When we got our last cat from the SPCA here, we took a walk thru the doggie side. And was was mentioned above, I was blown away by how many of them were pits. I'm guessing maybe 70%, seriously.

This legislation is silly and kneejerk. Have I known a nasty pitbull? Yup. I've met plenty of nice ones too. The same goes for just about any animal. I know a girl who has a siamese cat that will eat your face if you come near him. Geesh.

If I'm not mistaken, Philadelphia was recently looking to inact some form of anti-pit law, as well.

this is ludacris, now they will be trying to say that any dog that remotely LOOKS like a pit bull will to be the target of euthanasia. that could be any dog! my leasing company just tried to claim that my ENGLISH POINTER looked like a pit mix and that i would need to get documents proving it wasn't. I told the woman she was an idiot and to shove it up her ass.

I also just found out that at 2pm today the state of Illinois is voting on almost the exact same thing, only they say that rotties are in that ban too.

    This really pisses me off.

I say punish the deed, not the breed.

Puhlease! When I was a teen this neighbor guy brought his pit over to try and impress me. My cat, "stink", a wild male that I made friends with, attacked the dog, and the dog pulled the guy back to his own yard yipping as my cat chased it. One of the funniest moments in my life.
I now have a terrior pit mix, a pound rescue. The only thing that would make him dangerous is the fact that he would protect me till his last breath. He is great around children, and I trust him to be good.
I agree with the above sentiments, bad breeding and bad owners create the bad dogs, the bread are nice gentle pack animals. I did a report on dogs in middle school, and the encyclopedia I got my information from said that the most vicious dogs are dalmations. Not pitbulls or dobermans or rot's. People are the stupid ones, ban idiots, not dogs!

They just passed a Pit bull ban recently in Toronto. I have a wonderful Pit bull who has NEVER misbehaved, he never even barks, and he now must be muzzled anytime I take him out of my apartment. It really is a shame. I also had to have him fixed otherwise I could have faced a $10,000 fine or jail time. He is such a pefect dog, it's not fair that he and I have to be penalized for other people's poor use/training of their dogs.

    ^^^ LOL....

True what Susie said about Dalmations - they are MEAN f*ckers and German Shephards are high on the list of biters too.

I CAN understand spaying a non-papered Pit type breed.. just for protection of unwanted puppies. What about the full bred AKC clean safe pit bulls? Ones with papers and such... total BS. What happened to our rights? Oh, thats right, Bush took them all away...

The scariest dog to me is an excited German Shepherd. My dog is part GS and no one knows he's a wimp because he barks like he thinks in German.

it's more the propensity for very muscular breeds to cause massive damage - and their inherent unpredictability. (even if your family pet dog is a pussy)...

i've met some lovely rotties and pitties in my time. including ones who lived in my extended family. that's not to say i would ever put my face in theirs... even if i did cuddle them. (50kg of dog). the big doggies are cute and all - but damn scary if you're only little.

my ex's big scooby-doo dog (who is half rotty and bull mastiff) got scared by a 3 year old kid and nipped his arm. we were horrified because scooby was a complete pussy around the house. we would have sworn that he'd never hurt a fly (ok, well maybe a fly)... so it was surprising that he had that unpredictable-ness in him.

from my experience with the unpredictable breeds - i would certainly tend towards a dopey labrador for a family dog, given the choice. (not allowed one in my apt though).

what are those pointy faced pig dog things - now THEY scare me.

It's really funny that you mention that. Golden Retreviers are the breed at the top of the bite list. Meaning, there are more dog bites from them than any other breed. Labs are up there too. Cockers are close to the top as well.

i grew up with a lab that i could fall all over as a child - and not so much as a growl.

however - it's all about the doggy's upbringing. sad and scared doggys can't help biting.

It is a load of BS, I was attacked by a German Shepherd when I was a kid and have been scared of dogs for years now. Law makers need to start making laws by FACTS not myths! My neighbors have 2 pits and they were in my yard the other day, I went out side to see what they were doing and they both ran home with there tails between their legs. One could not even figure out how to get out of the open gate.

You guys keep saying other dogs bite more, but pits kill more and thats where they get their fuel for the fire.

When I was growing up, we had a German Shepherd. She was the sweetest little thing---until we moved from CT to RI. Something in her snapped, and she attacked a new neigbor's daughter. My Father ended having to take her to be put down after that.

I did have 2 Pit Bulls that lived across the street from me here. I literally watched them grow from tiny puppies to big dogs. Their douchebag owners would always threaten to beat the shit out of them (very LOUDLY I might add). One day they came into our backyard while Delia and I were outside, and plowed Delia right over. It wasn't done in an aggressive or violent way, they wanted to play. It was just lucky for them that they had knocked her over onto the grass, and not the sidewalk. They were sweethearts really, and when you looked at them up close, it was enough to break your heart. They had cigarette burn scars all over their backs, scars on their faces, and one walked/ran with a limp. My Rental Company called Animal Welfare for me, because we didn't know what the shitass owners would do. They NEVER showed up. They've since moved, but I still wonder about those dogs. They hadn't turned YET--but with treatment like that, they're bound to.

I have seen Labs turn. That is NOT pretty, and they're supposed to be one of the safest dogs for families with children. Again though, it's all in how you treat them. Kick them around, let kids kick them around, they'll end up tearing you apart.

Kitana said it best: "Punish the deed, not the breed."

Chris--The Shelters are like that here too. They are overrun with Pit Bulls. They're also the first to be put down, because of a reputation that not all of them deserve. Really sad.
