Either a bigger barreled curling iron or I get mine like that by using scrunching gel when my hair is wet and I just kinda crimp my hair with my hands and it goes wavey like that.
Blow drying your hair will give it volume (I hate doing it to mine, but that's the only way it seems).. Then using a huge curling iron and pulling it through will give it more volume wiht just a hint of curl. that's how my stylist did mine, and wow did it look good!

My hair looks like that. I think the highlighting does add to the poofy texture. Use a 1.5" barrel after blow drying. I bought a ceramic one from hot tools for 45 dollars. Also, I have my hairdresser cut layers and a V shape in the back.
It looks like the stylist either used a large barrel iron, or a skinny flat iron to bend the hair (my stylist used one on me with similar results).
However, I hate using irons on my hair. I can get the same results using either John Freida's Beach Blonde texturing spray, or L'Oreal's Springing Curls mousse. You just put one of the products in your hair when you step out of the shower, comb it through, scrunch or twist sections of your hair, and let dry naturally. Once it's dry, just run your fingers through to break it up and vavavoom...hair just like the picture above without the damage to your hair!
Oh, and like the others said above, you'll definitely need layers in your hair.



you can buy curlers that have three barrels that will give that look .. i dont know how to add a pic so here are a few links .. there products are awsome youll have so much fun once you get use to it tho lol

if you have thick hair that isnt totally flat,, then you can put your hair into big braids and if you have a flat iron,, then go over the braid with it,, squeeze the braid in the flat iron and go down, that will help it with a more wavey look, also you need to have a layered cut, if you have flat hair i would also see about extensions, the more hair you have the bigger you can make it!
