As far as you know anyway. The guys who tout this stuff claim that if it's done right the woman won't even realize what the guy is doing. For those who don't know, Speed Seduction was invented pretty much by a guy named Ross Jeffries in the late 80s. You've probably seen him on the daytime talk shows. Looks like "Revenge of the Nerds" meets "The Fly". Basically it uses the principles of Neuro-Linguistic Programming (NLP) to hypnotically make a woman feel as if she's in love with/horny for a guy. Not the kind of hypnotic like you see on TV, "you are getting verrry sleeepy." But he's doing things that (supposedly) affect the subject on a subconscious rather than a conscious level.
Some guys swear by this stuff, some detractors say its sneaky and manipulative, others just say its a bunch of bullshit and doesnt work. The guys like Jeffries who claim it works say that any guy can use this to seduce practically any woman he wants, even if he is a complete nasty looking unemployed loser with absolutely nothing to offer a woman. With this he can make a woman FEEL AS SHE WOULD if he DID have something to offer. And since we respond not to reality, but our perception of reality, making her FEEL AS SHE WOULD if he DID actually have something to offer her is just as good (for the guy's purposes anyway) as actually having something to offer her. "The map is not the territory" is a very important principle in NLP.
