I went through a private owner (as opposed to a large apartment complex) to rent my apartment because I didn't have a job at the time. My landlord owns my house (split into 4 apartments) and lives below me. He didn't do a background check or anything. I found his add in a local paper's online classifieds section. Good Luck!
The best thing to do would be to rent from a private owner as mentioned by Jenna78. Some apartments depending on who they are managed by will accept you as a tenant if you give them a large security deposit. The deposit can be up to 3 months rent plus you standard security deposit so you are probably betting off just renting from a private owner. I used to work in the financial industry. Feel free to PM if you have credit related quesitons. I can advise you on what to do to put yourself in a better financial picture credit wise.

To find private renters check your local school newspaper. I don't find nearly as many ads in the regular newspaper as I do in the free university one.
Because there ain't no tits on the radio
Depends...what do you mean by bad rental history?
