Here in Australia it depends on the agency.
Locally the general percentage is an actual fee: $50 and I keep the rest. So for a show worth $250 I keep $50 ... there is only a few agencies which keep more ...
In Darwin... I do pub shows where I keep $100 however I heard (say this is not fact it is heresay until it can be confirmed) that the agent charges over $200 per show...
As for starting one. Personally I would stay the hell away from being an actual agency. I would rather it just be me, a duo partner ... maybe one other strippers and two or three girls who do waitressing... and i would do it as referrals not as an actual agency... fuck all the bs that goes with operating an agency! LOL!
granted, if you feel you have business skills and can make a good go of it... go for it...

Most agencies take a third of the flat fee the dancer gets to show up (as per the agents I worked for in California.) It is a bit of money but it ensures the dancer has a 3rd party mediating the show in case something bad happens.
There are lots of bad agents & fly-by-night agencies. In most states you need an insurance bond to get a license for the agency.
Be prepared to invest a lot into running a successful agency. The risks are substantial.
It depends on the show and the agency. Some agencies take the majority of the base rate, others take half or less.
It also depends on if the agent is providing security or of the dancer has to provide her own security. If the agency is providing security, then the dancer's take is likely lower that if she brings her own.
This is a bitterly slow time of year, so it is also a good time to recruit dancers. If you wait until after Superbowl, though, you may have a harder time recruitig talent.
Promote yourself and earn more money! This is a business that is owned by strippers for strippers. Let's make that money!

I'd say they take about 20%-30% on average.
