I found it easiest when I practiced on my stomache. I had no control when I first started ; its takes lots of patience and practice. I would lie on my stomache and try as hard as I could to make my ass move. I don't remember when I got it; It just happened. There's also the booty shake: Lie on the floor with just your forearms and leg below the knee touching. Then Shake! Shake with all your might. It gets real easy, I could probably shake my ass all day!

one type of bootyshake:
hold onto something (tabletop, pole, wall, whatever) stick your ass out as much as you can and arch your back, slightly bend your knees, and get on your tippy toes.
try to focus on moving your pelvis/hips up and down with keep your back straight, then put some bounce in it!
another type:
again, hold onto something.. flat footed, arch your back and lock your knees. move your pelvis from side to side and keep the rest of your spine straight.
booty bouncin:
sit on the floor with your legs bent behind you, chest out, ass out. relax your ass. then try to tighten the muscle in your butt. you will see your ass raise. the mor eyou do it, the more control you have over it
