No. Cellulite appears to be a genetic affliction.
Cellulite is caused by a number of factors:
1. High body fat percentage
2. The structure of women's skin
3. Where you personally happen to store subcutaneous fat
The reason women get cellulite (whereas men almost never do) is because their skin is supported by subdermal tissue (collagen, etc) in a striated pattern:

So cellulite is basically subcutaneous fat that falls between the striations.
To reduce your cellulite, lower your body fat percentage. Cardio, weightlifting, diet, etc. Now, depending on where you personally store your fat, you may find that it disappears at 18%, or you may find that you have it even if you're a 12% lean and mean exercising machine. That's just kind of the luck of the draw. At that point, if it bugs you enough, you can opt for lipo or mesotherapy or something to spot-treat those particular areas.
Dairy, in itself, does not cause cellulite. But bodybuilders on a pre-contest diet will frequently eliminate dairy because of the carb and/or fat content. Cheese is all fat, 2% milk has about 12g carbs per serving, skim is a little higher than that (because it is lower in fat, thus has more carbs). If you're on a low-carb diet, you might think about reducing dairy, otherwise there's no reason to. Milk in particular is an excellent way to get calcium, carbs and protein.

Contrary to popular belief, dairy is not necessary for healthy bones. Weight training, proper calcium and vitamin D intake and exercise equates to a healthy skeleton, not "24oz every 24 hours". While dairy IS a source of calcium, it's not the only one, and not the healthiest.
Yea, you can take supplements and do exersizes (like, for people who are lactosse-intolerant) for calcium and strong bones instead. But, I've actually heard that dairy can REDUCE cellulite (although that could equally be a bunch of BS), I never actually looked into it.

No as the other ladies have said it's the way that women store fat that gives the appearance of bumps.
But certain things are bad for cellulite:
- lack of exercise
- soda drinks
- potato chips and anything really high in salt
- fatty foods
Drink lots of water, exercise and massage your legs and buttocks.
