How would one go about creating a look like this--especially if one doesn't have this much hair?
Would you go for a fall, clip-ins, or a wig?
Right now I'm thinking a mixture of curly/wavy/straight clip-ins and lots of teasing.

Looks like she did some curls with the iron and some teasing to me. She obviously sectioned off the front and kept it straight but it looks like she put in a few curls and teased it basically.
Seems like you could use a mixture of a fall and clip ins to achieve that effect. If you ever want to go wig/fall shopping, let me know. It's one of my favorite things to do. A good new hairpiece always makes me happy. And they are so cheap you can afford to play around with them.

The frizzy/teased up parts look fake. At least to me. I dunno if that helps at all. But something about how the hair clumps/chunks seems like faux hair.
I'd take a guess and say get hair that waves like this:
And tease it with a pick or a comb?

Depends on where I was rockin' this 'do... For work, clip in's would be your best option... for photo's I'd use a fall.
I agree with Page, you want to look for wavy peices. For your natural hair, try holding open your curling iron and wrapping small sections of your hair in a figure 8 around the barrel and the tounge of the iron... you'll get some crimped and wavy looking textures on the same lock of hair which just looks so feakin' cool. Then use your fingers to seperate and tease curls instead of a comb...
FYI--I'm wanting to do this look for my band's shows.
