department store stuff is definitely done through an agency - usually the good ones (if it's a good store). you'll need some pics (can be snaps) to send to an agency with all your measurements, height, age etc and see how you go.
they'll expect you to get some professional shots done if they take you on, and a card - after that it's up to them to hook you up with a casting for these kinds of jobs.
if you're amazing, they'll be able to get you work from digitals they take of you in their agency, or pay for your shots and let you reimburse them from your first job. otherwise you'll need to pay for your own pics etc.
you should not have to pay any kind of joining fee.
most important thing is to be realistic, if you're not at least 5'8, and commercially pretty, they won't look at you (and Kate Moss is not a sound argument for 5'7 models on a planet of 6bn people).

I've had experience with a large general merchandise catalog that offers women's apparel as well as many other kinds of products. I agree with Nautilus and ahmeerah that your best approach is through a modeling agency. I recommend you do research on modeling agencies and carefully select the one you want to have representing you. At a library, ask the reference librarian for how to obtain a trade directory of modeling agencies that lists information comparing different agencies all over the U.S.
You may have less choice of what media you'll get offers of modeling assignments from. It's possible that some media other than consumer catalogs would be more interested in your "look." For example, ad agencies that create magazine ad campaigns and TV ad campaigns.
With your permission, the modeling agency will market you to media where they feel you'd suit their needs.
In the catalog industry, the catalog company has an "art director" who works with commercial photo studios that create the "art work" (photos and other illustrations). The photo studio hires models probably with the approval of their client's art director. If you do have "the look" that some catalog art director is looking for, you may get a lot of repeat business.
